Tracy Cass and Jennifer Morales are retired Investigators from the New York State Police and the Rochester Police Department respectively. Together they combine over 50 years of law enforcement and Investigative experience. Both have had their own successful PI firms prior to combining forces. They have created a boutique firm that focuses on assisting municipalities, police agencies and police officers with civil litigation brought against them stemming from police action taken during the course of their duties. Tracy Cass graduated from Nazareth College in 1990 immediately joined the New York State Police. She began her career in the Oneida/Syracuse area as a road patrol Trooper. She quickly gained experience by working on nationally prominent cases such as Sara Ann Wood abduction and disappearance in Frankfort, NY in 1993, as well as the Sean Googan homicide in 1992 in Cazenovia, NY. She was assigned to the protective detail for First Lady Hillary Clinton while she was running for State Senate. Tracy worked in Syracuse as a member of CNET (Community Narcotics Enforcement Team) in 1994. In 1996 she transferred to the Rochester area. She was brought into the SIU (Special Investigation Unit) for a period of six months as part of a federal task force that eventually brought down Tony Leonardo and Alfred Ranieri, who was suspected of an armored car heist in 1991. Tracy was promoted to rank of Sergeant in August of 2001 where she was stationed in Newburg, NY. On 9-11-2001 she was a first responder to the terrorist attack in NYC. She was assigned to supervise the incoming and outgoing highways on Manhattan island, as well as the morgue transport team from ground Zero to the Morgue. Eventually Tracy made her way back to the Rochester area, when, in 2002 she was appointed to the rank of Investigator. Tracy investigated Homicides, Robberies, Rapes, Grand Larcenies, Burglaries, Arson's and multiple other Felony level cases during this time. She was also assigned to the Dignitary Protection detail for the NYS Governor and other dignitaries that visited the Rochester area. Eventually she specialized her skillset and became a member of the Monroe County IMPACT team that was co-located out of the Bivona Child Advocacy Center. While there she investigated Crimes against Children suspected of being sexually abused. She became an expert witness in Forensic Interviewing and investigation of these crimes. She also became a trainer for the NYS Child Advocacy Resource Center and trained police investigators in the area of forensic interviewing. In 2012 Tracy retired from the NYSP after 22 years of service. In 2013 Tracy opened Cass Investigations as she still had the aptitude for investigative work. She has had the opportunity to discover new avenues of the legal world that include civil litigation, family court, appeals, and criminal defense. The experience she has gained has prepared her for the challenging work ahead.
Jennifer Morales graduated from Alfred University in 1993 with a Bachelor’s Degree in Criminal Justice, and served in the United States Army Reserves as a Civil Affairs Specialist. She then fulfilled her childhood dream of becoming a City of Rochester Police Officer where she served the Rochester Community for over 23 years. Over the course of her twenty-three-year career, Jennifer patrolled the streets of Rochester in the City’s Tactical Unit, a pro-active unit specializing in locating and apprehending violent fugitives, and investigating problem areas in the City of Rochester. After more than four years in the Tactical Unit, Jennifer transferred to the Rochester Police Department’s Special Investigation Section, Narcotics Unit, where she spent over eighteen years as an undercover narcotics investigator. She is an expert in narcotics and weapons trafficking, and homicide investigations related to narcotics and weapons trafficking. Jennifer has testified as an expert in narcotics trafficking, an expert in weapons trafficking, and an expert in locating and apprehending fugitives in Monroe County Court, and Federal Court over 75 times. She has authored and participated in the execution of thousands of search warrants, as well as numerous Title III eavesdropping warrants. As the lead, or co-case agent, Jennifer put together several multiple defendant federal conspiracy cases involving narcotics and weapons trafficking, and murder in furtherance of trafficking crimes. Managing the large-scale multi defendant federal conspiracy cases involved preparing a voluminous amount of reports, managing witnesses who were both in custody and out of custody, civilian witnesses, managing confidential informants, and assisting in the prosecution of the case from start to finish with the United States Attorney’s Office. In addition, Jennifer trained with the United States Marshal Service and was an expert in locating and apprehending violent fugitives all over the United States. As a member of the Special Investigation Section, Jennifer also was trained in the area of protective security details. She had the opportunity to participate in details protecting and guarding foreign and domestic dignitaries throughout her career. Jennifer retired after an extremely successful career in 2017. She accumulated numerous awards and accolades for her service, and had been nominated for Investigator of the Year twice before retiring. In May of 2017, Jennifer became a licensed private investigator, licensed by the State of New York State Department. In 2019 she was asked to participate in a legal symposium by the United States Attorney’s Office in Buenos Aires, Argentina. As a Licensed Private Investigator, Jennifer has been handling a variety of cases to include, but not limited to: Divorce and custody cases, Infidelity, Missing Persons, Lost or Stolen Property, Security Details, Surveillance Details, and wrongful death cases. Jennifer has investigated a variety of violent felony crimes as a Private Investigator as well.
